Sieve the flour and baking powder into a large bowl. Add the cumin, chilli flakes, salt and pepper. Break the egg into the mix and add the water. Use a fork to bring the mixture together into a light batter. Add more water if you want a thinner batter.
Chop the cauliflower into bite-sized florets and add to the batter. Mix well until each floret is evenly coated with the batter.
Carefully heat the vegetable oil in a large, heavy-based saucepan. Use a cooking thermometer to tell if the oil has reached the optimum temperature of 180C. Otherwise, carefully drop a cube of bread into the oil. If it browns in 10 seconds, the oil is ready.
Using a slotted spoon, very carefully add half of the cauliflower florets to the hot oil. Fry for 5 to 8 minutes, using the spoon to move the florets around so they brown evenly. Remove with the slotted spoon and transfer to kitchen paper towel to remove the excess oil. Repeat this method with the second half of the
